The 2nd thematic call for proposals under the Active Citizens Fund – Regional Programme was launched on 25 January 2022. The deadline for submitting proposals was 29 March 2022. 668 applications have been submitted in the call, including 338 applications for large grants and 330 applications for small grants.

306 applications for large grants and 294 applications for small grants have met the administrative and eligibility requirements and were sent for further content-related evaluation. 35 Applicants appealed against the administrative and eligibility assessment. After the appeals were taken into account, 13 applications were allowed for content-related evaluation, including 5 applications for large grants and 8 applications for small grants. In total, 613 applications, including 311 applications for large grants and 302 applications for small grants proceeded to content-related evaluation.

According to the decision of the Executive Committee, based on the recommendation of the Expert Committee, we have awarded grants for the implementation of 109 projects: 75 large and 34 small ones. However, in case of six applications, the grant agreements have not been signed. Therefore, there are 103 projects on the list of applications after content-related evaluation: 73 large ones and 30 small ones. 5 large grants and 1 small one are on the waiting list.

About the 2nd thematic call

We invited non-governmental organizations, which independently or in partnership prepared a project in one of three areas of the Program. Applicants, i.e. entities that could apply independently or be leaders of partnerships applying for grants, could also additionally apply for support for the development and capacity building of their organisation.

The Applicants could be:

  • associations, foundations and unions of associations;
  • social cooperatives;
  • non-profit companies;
  • rural housewives’ clubs;
  • faith-based organizations, provided the objectives listed in their memorandums of association include public benefit activity, they are registered with the National Court Register (KRS) and they may incur liabilities on their own behalf.

Call for Proposals: 2nd Call for Thematic Projects

The Operator of the Active Citizens Fund – Regional programme, i.e. the consortium made up of the Foundation in Support for Local Democracy (leader), the Education for Democracy Foundation, and the Information Society Development Foundation, issues the second call for thematic projects. The Active Citizens Fund – Regional Programme is funded by Iceland, Liechtenstein and Norway through the EEA and Norway Grants.

The total allocation earmarked for grants in the second thematic call is EUR 8,019,256 (EEA Grants: EUR 7,309,256, Norway Grants: EUR 710,000)1. The following amounts are allotted to particular support areas corresponding to the Program’s outcomes2:

  • Outcome 1. Human rights protection (including gender equality): EUR 1,805,281 (EEA Grants: EUR 1,805,281),
  • Outcome 2. Promoting social diversity and preventing exclusion: EUR 1,961,565 (EEA Grants: EUR 1,661,565, Norway Grants: EUR 300,000),
  • Outcome 3. Building democratic culture and civic engagement at local level (including activism for environment and climate change): EUR 2,887,580 (EEA Grants: EUR 2,477,580, Norway Grants: EUR 410,000).
  • Outcome 4. Supporting the development of civic sector (implemented as module in Outcome 1–3 projects): EUR 1,364,830 (EEA Grants: EUR 1,364,830).

There are two types of grants available in the call for proposals: small grants and large grants.

Small grants:

  • minimum grant amount: EUR 6,000,
  • maximum grant amount: EUR 23,000,
  • implementation period: 6 to 15 months,
  • co-financing: not required (optional),
  • for organisations which have been operating for at least 6 months (as at the date of call announcement, i.e. 25 January 2022),
  • it is required to have at least one person with experience in the selected support area on the project implementation team,
  • Applicants may apply for additional funding towards bilateral cooperation with Donor State entities: up to 15% of the basic grant amount (up to EUR 3,450),
  • Applicants may apply for additional funding towards capacity building: up to 22% of the basic grant amount (up to EUR 5,060).

Large grants:

  • minimum grant amount: EUR 23,001,
  • maximum grant amount: EUR 84,000,
  • implementation period: 12 to 20 months,
  • co-financing: not required (optional),
  • for organisations which have been operating for at least 12 months (as at the date of call announcement, i.e. 25 January 2022),
  • Applicants must demonstrate experience in implementing at least 3 projects in a selected support area in the last five years (completed projects and – in the case of grant-funded projects – settled by the date of call announcement, i.e. 25 January 2022),
  • Applicants may apply for additional funding towards bilateral cooperation with Donor State entities: up to 15% of the basic grant amount (up to EUR 12,600),
  • Applicants may apply for additional funding towards capacity building: up to 22% of the basic grant amount (up to EUR 18,480).

The Operator reserves the right to reallocate funds between calls and years of Programme implementation.

Application timeline:

  • from 12.00 (noon) CET on 25 January 2022 to 12.00 (noon) CET on 29 March 2022.

Announcement of call results:

  • administrative and eligibility evaluation of applications: by 27 April 2022,
  • content-related evaluation of applications: by 19 July 2022.
